The scheme applies to all types of aid-financed projects (projects that can receive ODA funding) financed by ODA funds from Norway, other OECD countries of multilateral development and financial institutions. Priority is given to the participation of small and medium-sized companies.
On a test basis the participation of Norwegian-owned companies can be authorised in Norway’s main partner countries within developmental cooperation.
The scheme is conditional upon the tender costs being a minimum of NOK 80,000. The maximum coverage rate will be 50 percent of the total tender costs, with an exposure limit of NOK 250,000. No premiums are paid for the tender guarantee.
The guarantee will be paid if the applicant fails to be granted any part of the contract for which a tender was submitted.
Appeals against decisions regarding the policy and compensation claims can be submitted to Norfund.
The guarantee scheme is financed by Norfund and administered by GIEK. The overall exposure limit is NOK 10 million.

This scheme applies to all countries entitled to loans from the World Bank. Currently this means countries with GNP per capita of less than USD 6925. However priority is given to the least developed countries (LDC) and Norway’s partner countries. A maximum of 50 percent of the guarantees can be allocated to guarantees for projects other than for LDCs and partner countries.
